Civil and Environmental Engineering Advisory Board

Following are some of the primary roles of the advisory board:

  • Advise faculty on desired program outcomes, learning objectives, and other educational issues, as constituents representing the community of employers of graduates
  • Provide advice on the needs of and trends within engineering practice
  • Provide and access resources for the department, to include serving as a fund-raising body
  • Help recruit practitioners to support faculty’s needs for adjunct instruction
  • Serve as industry contacts for faculty
  • Promote industry support for internship programs
  • Support department research activities
  • Serve as a lobby group for civil engineering education causes

Membership

The board shall consist of professionals from all pertinent Civil & Environmental Engineering disciplines with experience in the public and private sector. At the advice of the department faculty, twelve members were selected and were appointed by the Chair of the Civil & Environmental Engineering Department for a three year term (renewable).

Meetings

The advisory board will meet a minimum of twice per year, for about one day each time. Prior to each meeting, the Chair of the Advisory Board in close consultation with the Chair of the Civil & Environmental Engineering Department will issue an agenda for distribution to all board members and the Civil & Environmental Engineering faculty.

Amy Blomeke 

Amy Blomeke

Amy Blomeke, PE is a senior manager at GeoEngineers USA, PC in Boston, Massachusetts. She received her B.S. in Civil Engineering from Merrimack College (2008) and her M.S. in Civil Engineering from UNH (2010) with a focus in geotechnical engineering. Amy is a registered professional engineer in the State of New Hampshire and the Commonwealth of Massachusetts. While at GeoEngineers, Amy provides integrated geotechnical and environmental engineering services for a wide variety of commercial, residential, and industrial projects throughout Massachusetts, Connecticut, and New Hampshire. Amy is also an active member of the professional organization CREW Boston which promotes the advancement of women within the commercial real estate industry. Amy was nominated by the membership as the 2021 CREW Boston Esprit de Coeur Award recipient. Amy enjoys spending her free time with her husband and their beloved dogs. On the weekend, you might find her on the golf course or at home tackling her most recent home renovation project.

Geoffrey Grant 

Geoff Grant

Geoff Grant serves as the Chief Growth Officer for Brown and Caldwell, an ENR Top 50 design firm, solely focused in the water & environmental sector.  Prior to his current assignment he spent more than 20 years supporting utilities address collection system wet weather issues.  Geoff began his career with Metcalf & Eddy in Boston (later AECOM) before joining Brown and Caldwell in 2013.  Geoff received both his B.S. in Marine & Freshwater Biology and his M.S. in Civil Engineering from UNH.   He is a licensed professional engineer in New Hampshire and four other states.  In addition to serving the CEE Board, Geoff is also a member of the Indian Hill Foundation in Cincinnati, OH and serves 

as a Member of the Corporation of the Woods Hole Oceanographic Institution in Woods Hole, MA.

 


 

Dana N. Humphrey

Dana Humphrey

Dana N. Humphrey, Ph.D., P.E., served as Dean of Engineering at the University of Maine from 2006 through his retirement in 2022.  Dr. Humphrey was raised in Marblehead, Massachusetts.   He received his B.S. in civil engineering from the University of New Hampshire in 1978 followed by an M.S. in civil engineering from Purdue University in 1980.  This was followed by three years working for the Dams Division of Woodward-Clyde Consultants based out of Denver, Colorado.  Dr. Humphrey joined the University of Maine in 1986 after receiving his PhD in civil engineering from Purdue University.  Outside of his professional interests, Dr. Humphrey is an avid hiker, backpacker, landscape photographer, and road cyclist.  He completed the 2,200-mile Appalachian Trail on October 19, 2023.

 

 

 

 

 


 

Tiffany Knapp 

Tiffany Knapp

Tiffany Knapp leads a team of wastewater utility planners who are responsible for the long-range capacity and regulatory compliance planning and policy for the King County Wastewater Treatment Division’s (Seattle, WA) five wastewater treatment plants and the separated conveyance system. She combines her passion for protecting the Puget Sound region’s water quality, public health, and environment with her education and experience in environmental engineering, public policy, and strategic planning. Her work requires assessing and incorporating multiple complicated issues, such as population growth, climate change, regulations, aging infrastructure, engineering, technology, equity, and financial implications, to develop near- and long-term options for investing billions of dollars towards protecting public health and improving water quality. Prior to joining King County in 2014, Tiffany was a consulting engineer in Sacramento, CA and Seattle, WA for over 10 years. Tiffany has a B.S. in Environmental Engineering with a minor in Water Resource Management from the University of New Hampshire; a M.S. in Environmental Engineering from the University of California, Davis; and a Master in Public Administration (MPA) from the Evans School of Public Policy and Governance at the University of Washington. She is a registered Professional Engineer in Washington and California.


 

Gary Lemay 

Gary Lemay

Gary Lemay, P.E., studied Civil Engineering at UNH, receiving a B.S. in 2008 and an M.S. (Water Resources focus) in 2010. He is currently a Civil Engineer in the Hydraulics, Hydrology, and Coastal Section of the U.S. Army Corps of Engineers New England District assisting in dam and levee safety studies, flood modeling, data analysis, and risk assessments. Gary has a range of experience in the public and private sector, having spent time as a municipal engineer for two NH cities and as a water resources engineer at a NH consulting firm specializing in hydroelectric licensing, hydraulic and aquatic habitat modeling, fish passage, and dam removal. In addition to his work experience, Gary has been a volunteer for the Upper Merrimack Watershed Association since its inception in 2017, serving on the Board of Directors as the Secretary. Gary currently lives in Concord, NH, and enjoys spending time with his wife, Heidi, a fellow UNH Civil/Environmental alumni, and their two young children. He also enjoys non-competitive ultimate frisbee and running despite repeatedly injuring himself while pretending he knows what he’s doing. Gary hopes to bring a unique perspective to the Civil Engineering Advisory Board and contribute to the UNH community based on his public and private sector experience within the municipal and water resources engineering industries. 


 

Matthew Low 

Matthew Low

Matthew J. Low, PE is the Chief Operations Officer (COO) with Hoyle, Tanner & Associates, Inc., a 130-person civil engineering firm with offices in New England and Florida. He is responsible for the growth and quality of the firm’s service offerings as well as productivity and efficiency. Matt’s technical background is in structural and transportation engineering with a focus on bridge inspection and design for state and local transportation agencies. He earned a BS in Civil Engineering from the University of New Hampshire in 1992 and an MBA from Southern New Hampshire University in 2023 and is a licensed professional engineer in five states. Since 2020 he has been Adjunct Faculty to the Civil Engineering Department at the University of New Hampshire. He was named the 2002 New Hampshire Young Engineer of the Year, the 2019 New Hampshire Engineer of the Year, was recognized by the New Hampshire Union Leader as a member of the 2006 “40 under Forty” class, and by New Hampshire Business Review as a Top 200 Business Leader in 2024. Matt resides in Manchester, New Hampshire with his wife and has two grown children. When he is not working at Hoyle Tanner or UNH, Matt enjoys lake-life and touring New England with his musical group, The Regular Gents. 

 

 


 

Kathy Murtagh 

 

Kathy Murtagh

Kathy Murtagh is the Director of Tunnel Redundancy for the Metropolitan Water Tunnel Program at the Massachusetts Water Resources Authority (MWRA) in Boston, MA. Prior to joining the MWRA in 2018, Kathy was a consulting engineer in the Boston area. In total, Kathy has over 30 years of civil and geotechnical engineering experience. Kathy earned her Bachelor of Science in Civil Engineering at the University of New Hampshire and her Masters of Science in Civil Engineering at Virginia Polytechnic Institute and State University. She is a registered Professional Engineer in Massachusetts.

 

 

 

 


 

Keith Pratt 

Keith Pratt

Keith is President of Underwood Engineers in Portsmouth, NH where he has been for nearly 30-years. Underwood Engineers provides civil and environmental engineering services throughout northern New England. They primarily serve municipal clients providing water and wastewater design and construction phase engineering for a variety of projects. Keith was instrumental in growing the company to its current staff of 70 people in two offices. His primary role as president is business development and management of the company and staff, but he stays involved at with certain projects too. His experience includes working on small as well as large multi-million and multi-year utility and treatment projects. Keith is a Professional Engineer in New Hampshire, Maine, and Massachusetts. He holds a B.S. Degree in Civil Engineering from the University of Maine (1988) and a M.S. Degree in Civil Engineering from the University of New Hampshire (1995). Prior to obtaining his MS degree, he worked for a civil engineering firm in North Conway, NH. Keith and his wife Joan, live in Barrington, NH. He has three grown children living in various parts of the Company. Keith’s hobbies include sailing in the summer and skiing and hiking during the rest of the year.

Hi, everyone. I’m a consulting structural engineer who partners with architects, engineers, owners, contractors, and attorneys to understand “why” something happened and “how” to move forward. Remarkable experience, strategic leadership, and relentless energy uniquely position me for these collaborative partnerships. Over the past three decades, my engineering practice has involved diverse applications of structural engineering and material science. My professional experience includes designing new construction, repairing and modifying existing structures, investigating performance problems and structural failures, and assisting in resolving construction-related disputes. Curiosity and pursuit of technical excellence drive the engineer in me.

 

 

 

 

 


 

Leah Stanton

Leah Stanton

Leah Stanton, PE, Vice President is the Chief Operating Officer for the Weston & Sampson engineering company.  She has made a career as a specialist in municipal drinking water infrastructure. She joined the firm in 1996 as an entry-level engineer working in the Water Discipline after receiving her MS and BS degree from the University of New Hampshire.  Leah is experienced in the study, design, and construction of water supply, storage, distribution, and treatment systems as well as water distribution system modeling. She has assisted multiple communities with long-term capital and fiscal planning for water supply and distribution utilities. She is a licensed Professional Engineer in the states of Connecticut, Florida, Massachusetts, New Hampshire, New Jersey, and Rhode Island. Leah currently lives in Amesbury Massachusetts and enjoys spending time with her family and friends and spending weekend time on Cape Cod. 

 

 

 


 

Jody Trunfio, Principal at TEC, Inc. 

Jody Trunfio

Jody is a Principal with TEC, Inc. and has been with the company since its inception nearly 25 years ago.  He currently works in collaboration with TEC’s practice areas across its four New England regional offices overseeing the company’s major infrastructure projects while remaining strongly committed to leading, growing, and building TEC’s team and culture through mentorship.  Jody received both his bachelor’s (’99) and master’s (’01) degrees from the University of New Hampshire and is a Registered Professional Engineer in six states.  During his time in Durham, Jody was also a member of the UNH Football team, where he remains actively involved in alumni events, bringing and sharing many of the lessons learned on the field into his daily life. In addition to serving on UNH’s Civil and Environmental Engineering Advisory Board, Jody also serves on the Board of Directors for the Massachusetts Highway Association and his town’s Little League.  Jody resides on the North Shore in Massachusetts with his wife and three children.

 

 

 


 

Michael Wimsatt
